A genuine calling comparison—with a narrower scope

Our assessment: Chloe is relevant to the calling portion of CLR or inside-sales work, but its internal chat interface should not be mistaken for a borrower-facing text bot. [Q1] Choose the job first: calling an interested lead and maintaining a long-running text conversation are different needs.

The stop control is part of the product

The FAQ says there is no global credit cap or per-agent limit; suggested controls include deactivating an agent, removing workflow triggers and not launching batches. [Q2] Ask your administrator to demonstrate the exact stop procedure and verify it before enabling a campaign. Do not assume that an attractive plan price also gives you a hard spending ceiling.
